The Councilman for Ecology, Sebasti谩n Escobedo Jim茅nez gave assurances that there will be no backing off regarding the removal of the Bottle Island, because, he said, sooner or later it will become a serious environmental problem.
He rejected the idea that the problem has been solved by relocating to an area near the Islote (small isle), which could cause a more serious problem, considering that part of this area is included within the boundaries of the National Marine Park.
The regidor said that it is regrettable that the authorities who are responsible until have not done anything yet.  He has questions as to what permits the owner of this place has, and also about the Harbor Master's position on it.
He said, "It is a structure that has been in the sea not for just one or two years, but rather it has been several years and nobody knows what kind of permits it has or the reason why it has been left like this."

State Human Rights Commission investigating alleged malpractice at Community Hospital LINK
The Community Hospital has five days to submit a report about what happened, said the Director of the Human Rights Commision of Quintana Roo (CDHQRoo) in Isla Mujeres, Harley Sosa Guillen, following notification on Nov. 1 regarding what happened on Thursday and the early hours of Friday. The pregnant, laboring woman  was cared for at the hospital, and eventually transferred to Cancun where she was informed of the death of the infant. The officials said he has been trying to find the whereabouts of the family since the visit on Nov. 1st to the offices of the Commission. He said that unfortunately in the state of Quintana Roo there is no medical arbitration commission, which, although it was already approved by the State Congress, has not entered into operation, apparently due to lack of resources. He said that it is of the utmost importance, since they are the ones in charge of dictating and issuing an expert opinion in these cases.
Mr. Sosa Guill茅n said that if liability is proven, due to acts or omissions on the part of the staff, a recommendation will be made to the Ministry of Health so that, among other things, responsibilities are entrusted to the parties that incurred in this act, "Also for compensation to people and even a public apology," he said.
(In another article, it said the father of the child, who filed the complaint, alleged that the treatment was negligent and that he felt this was associated with his humble means.)

Successful conclusion to the 4th Festival de las Animas (souls) on Thursday evening, organized by the Jean Piaget school LINK
The festival began with the procession of silence, organized by the school director, Patricia Rodr铆guez and the director of Culture, Rub茅n P茅rez Mart铆n, down Hidalgo Avenue, which included students and the general public wearing costumes and makeup typical of the celebration.
This tour culminated in the Casa de la Cultura, where there was an exhibition of altars from the states of Nayarit, Quer茅taro, Chihuahua, Mexico City and Michoac谩n with explanations of the meaning of each element of the offerings.
For the first time the Tzompantli was represented, an altar that some pre-Columbian cultures built with skulls carved in stone and stakes for the heads of the sacrificed,in a room that had ultraviolet lights that added mysticism to the exhibition.
There was a contest with the participation of 13 catrinas who were presented on the stage and judging was based on originality, costumes, make-up and attitude, with Zuleyca Delgado as the winner.
The musical performances moved the audience, with traditional interpretations and recognition was given by the islanders to those in charge of the CDC music school in Cancun, with whom the Jean Piaget school made an agreement for them to teach music in Isla Mujeres.
The play "S谩quese pa 'su rancho" by the author Carlos Ulises Cruz Rosales and directed by the theater teacher, Marcela Jim茅nez, was also presented by the Theater Company of the Liceo del Caribe at the Festival de las 脕nimas.
With dance performances, color, and smells of incense, the event had a total effect, for which school director, Patricia Rodr铆guez, thanked the commitment made by the teachers and students who each year create this event that enriches the culture in Isla Mujeres.
The festival of Las 脕nimas was attended by  of the municipal union official, Suemmy Gonz谩lez S谩nchez and alderwoman Atenea G贸mez Ricalde, who wore clothing befiting  the occasion

Good weather for enjoying the beaches
Buen clima para disfrutar de las playas [+] Ver masFull article at this link
This article says that the weather and forecast are good for enjoying the beaches and there are no impending storms or potential hurricanes expected in the Mexican Caribbean, including Isla Mujeres, tho there are some cautions regarding waves and wind at sea, and potential fog early and late when there are sudden temperature changes, when it is advised to take special care of the elderly and very young.
A review of the hurricane season from the NHC in Miami, from a preliminary report is given.
THis is directly from NHC:   With 30 days left in the 2017 hurricane season, activity in the Atlantic basin so far, from a seasonal perspective, is well above average. In terms of Accumulated Cyclone Energy (ACE), which measures the combined strength and duration of tropical storms and hurricanes, the 2017 season is the 5th most active on record to date in the basin, behind 1893, 1926, 1933, and 2005. The ACE for the eastern North Pacific basin has been above normal. A summary table through October 31 is posted at...
Atlantic: www.nhc.noaa.gov/text/MIATWSAT.shtml
Por Esto includes data from  that table, (which I've pasted below) also noting that in August there were there were two hurricanes including Franklin which hit Vera Cruz, and Gert, but Emily didn't develop into a hurricane. While in September there were six hurricanes  (MH stands for Major Hurricane, which is Cat 3 or greater). In October there were three, including Nate which happened in the Yucatan Channel and hit Louisiana.
Officially  the hurricane season ends on Nov. 30, but every year at this time, hurricanes becomes less likely to to form due to the arrival of cold fronts that usually prevents their development due to the high pressure that they generate.
