Mayor keeps his commitment to islanders to help them obtain property deeds

     Mayor Juan Carrillo Soberanis, signed s contract to officially receive the property known as "La Lavandería" from the National Tourism Fund (Fonatur), thereby formalizing the process for the deeding of this property, to provide legal ownership for the families that live there.
    The building  is located at the intersection of Adolfo López Mateos and Miguel Hidalgo avenues, downtown. and on July 31 the City Council approved the deeding of the property in favor of the 23 families that have lived on the property of 801.67 square meters for thirty years.
      Notary public Jorge Enrique Pérez Salazar witnessed the signatures, in the presence of the municipal trustee, Suemy Beatriz González Sánchez; the City General Secretary, Antonio Coronado Rojas, and the General Director of Legal Affairs, Jaime Torres Juárez, who will initiate the procedures for subdividing the property, under mutual agreement among the beneficiaries, through the procedures of the agencies of Cadastre (Deeds) and Urban Development.

   Isla Mujeres could get some moderate to intense rainfall, and increased winds, as an effect from Hurricane Irma, therefore the Harbor Master will make an assessment on Thursday regarding potential port closures and cancellation of trips to Isla Contoy and the whale shark area. It is noted that this hurricane won't impact the isle, but could keep the fishermen in port, who have been going out catching fish and lobster. (The port closures generally affect boats under 20 feet or under 40 feet, and not the ferries.)

    Commitment completed with the residents of the property known as "Lavandería", with the signing of an agreement for donation of this property by FONATUR to the City of Isla Mujeres.  Now the 23 families that live there, after a long wait, have legal certainty over the ownership of their property.https://goo.gl/xggh39  (this link isn't working now. Civil Protection is monitoring the hydrometeorological phenomena in the Atlantic Ocean (Hurricane Irma). LINK   
- The state Director of Coordination of Civil Protection Adrián Martínez said that both Hurricane Irma and Tropical Storm Jose represent no threat to Quintana Roo, but officials continue to monitor them and remain vigilant during this hurricane season.

Will campaign in Isla Mujeres LINK 
       A few days after the Will Campaign  began, about 20 islanders have come into his office to carry out the process for creating this document,  said Public Notary #32, Jorge Carlos Magaña Sánchez,  which he considers to be a success. (There's a video).
   The notary explained that this (discount) campaign has been going on for 16 years to encourage the use of wills in Mexico and to reduce conflicts, and over the years more people have become interested in executing this document and avoiding problems. He said this campaign will be extended until October 31. Required documents include a voter registration card, CURP, and birth certificate.

Preserving the traditional cuisine of the Mexican Caribbean Islands, the "Cocina Indígena Popular" cookbook,  includes the family recipes of Mrs. Isabel Martínez Magaña, (Chonita), an islander who has been delighting diners her whole life with unforgettable dishes. The author is Mauricio Ávila Serratos, and this cookbook will provide a culinary tour of the islands of Holbox, Cozumel and Isla Mujeres.
  
Congratulations to Isabel Martínez de Sulú who was honored today for her contributions to the newly published cookbook. “Recetario Tradicional Isleño del Caribe Mexicano”. Known and loved by all as “Mamá Chonita”, her wonderful Yucatecan dishes have delighted islanders for decades. We are all very proud of her.

In Isla Mujeres fines will begin for those who do not care for their pets. LINK  
   The Animal Regulation Law went into effect in April and its application begins on Monday. The Director of Environment and Ecology, Carlos Barranco Garcia, stated they have the means to impose fines on irresponsible pet owners, with a maximum of 300 daily minimum wages (The daily minimum wage is 80 pesos). 
         On  September 18, at the Second Session of the Isla Mujeres municipal Animal Welfare Committee, details will be given on the guidelines and legal framework which they are working within. He said that at the meeting next Saturday, they will be releasing more details on these new regulation that come into operation on Monday.
     He said that in the event that a pet commits a fault or causes an accident, the owner will have to be located so that the owner can be held responsible for the charges. He said that it is the owner who will be charged the corresponding penalties, since it is the owner who is solely responsible for their pet.


The City kept its commitment to the residents of the `Lavanderia' with the signing of an agreement with FONATUR. LINK

Official date for taxi union meeting and election is pending

  Sept. 5.    The date September 16 was chosen for the taxi union election, but this has yet to be officially determined, and controversy remains about the call for a new election and concerning the leader "Wato" and his election last December.
      The December election was not recognized by state or federal judges, and didn't receive authorization from the  Local Board of Conciliation and Arbitration (JLCA). Eduardo Peniche Rodríguez,  "Wato" took office and union leader, saying he won "by acclamation". He has held this position for 13 years, and recently, two lawsuits have been filed against him. Those in opposition who want to be elected as union leader include Miguel Chan Mena, and Juan Carlos Farías Quintal, "Calico".

Sept. 5     At the start of the third week after returning to Isla Mujeres, PROFECO, the Federal Prosecutor's Office for Consumer Protection. have already been looking into companies that allegedly engage in unfair practices, according to agency representative Ana Laura Castillo Brito. They are investigating an allegation against Zeta Gas and one against Aguakan. They have had five conciliations, in which they gave immediate attention and there was an instant resolution, without need to proceed to a formal complaint. 
     The PROFECO agency personnel are conducting the last part of the scale calibration program, which concludes on the last day of September. The program takes place twice a year; the first from January to March the second from July to September. 
       September 30 is the deadline to complete calibration of commercial scales, and those who don't comply before the deadline can be subject to fines if a complaint is made.

 Sept. 5     Four months after the death of Carlos García Castilla,“Válvula”, there has been no progress on the proposal to erect a bust in his honor somewhere on the island in recognition of his contribution to tourism. (He was nicknamed Valvula for his lung capacity and ability to dive deeply and stay underwater a long time, without tanks.) 
        He was the famous diver who discovered the "Cave of the Sleeping Sharks" in the 60s, and after that he also participated in several research projects and underwater filming projects, assisting the deceased environmentalist Ramón Bravo. He passed away May 7th and his family wants municipal authorities to assist with this project. 
       The Cave of the Sleeping Sharks is an internationally known diving site where sharks can be observed "resting" in the stream of fresh water that flows at that point, according to researchers.

   The weather was good, clear and sunny, but the economy remains reduced during this low season for tourism. The recreational boats arrived at about 30-40% capacity and the boat tours operated at about 20%, which is not expected to improve over the next sixty days. Hurricane Irma is threatening to hit Puerto Rico and Tropical Storm Jose is  1,500 kilometers east of the Lesser Antilles. It is moving to the west-northwest at 13 kilometers per hour with an expected trajectory that is far away from Quintana Roo.

Daily at 6p throughout the festival, a novena will be offered. Each group will celebrate a different night. The Virgen de la Caridad del Cobre is the patroness and protector of fishermen.

Friday, Sept. 15. Grito of Dolores  Celebration on the Town Square in the evening and the Mayor will read the Grito from the balcony of the Palacio Town Hall. The festivities usually include a performance by folklorico dancers, coronation of the queen, live music & dancing, and fireworks. The Grito of Dolores is a Cry of Independence, from 1810 when Hidalgo called for the people to revolt from Spain. Every Sept. 15 around 11pm, the Mayors (and Governors and President),  ring a bell from the balcony of the Palacio on the Town Square, and give a traditional speech which includes the names of heroes of the war for independence. This is followed by three shouts of ¡Viva México!, more bell ringing, waving of the Mexican flag, and the National Anthem may be played.
