On Monday, the monthly civil ceremony was held on the Town Square, which included the reading of the relevant national events that took place during the month of July during the two centuries in the life of the nation, concerning its heroes of Independence and the Revolution. The ceremony was presided over by the City General Secretary, Antonio Coronado Rojas, and the guest speaker was the Director of ZOFEMAT (Federal Maritime Zone) Vladimir Vallejo Molina.
   The events include:  
July 7, 1859 was the announcement to the National Laws of Reform by Benito Juárez, including the Law on Nationalization of the Assets (Bienes) of the Clergy, the Civil Marriage Law and the Organic Law (Ley Orgánica) on Civil Marriage.
July 12th, World Environment Day is celebrated, 

July 13th, Anniversary of the death of the painter Frida Kahlo, one of the most renowned international Mexican artists;
July 15, 1914, the traitor Victoriano Huerta resigned the presidency of the Republic after the Constitutionalist triumph.July 17 is the anniversary of the death of former President Alvaro Obregón, who died in 1928.  
July 18 is the anniversary of Don Benito Juárez Garcia's death, which occurred in 1872.July 20, Francisco Villa was assassinated in 1923. He was one of the main leaders of the Mexican Revolution, whose military action was key to Victoriano Huerta's defeat;
 July 21, 1822 Iturbide was crowned as Emperor Augustine I of Mexico.July 22, 1968 marked the beginning of the student movement in Mexico City, which sought to broaden democratic freedoms and cease government repression.July 24, 1912, the Free School of Law was inaugurated; 
 July 25, 1921, by decree of President Alvaro Obregon, the Department of Public Education (SEP) was created; 
 July 30, 1811, is the anniversary of the death of the initiator of the Independence of Mexico and father of the country, Miguel Hidalgo y Costilla.

9 year sentence for injuring a minor with a knife in December

   This has the same information as the Por Esto article, noting that the 27 year old assailant injured the 13 year old minor with a knife at the house of the victim. It is noted that the assailant claimed the minor had stolen his Play Station and that he'd wanted to know about the victim's mother's partner (love interest). 
   The State Attorney General's office remains committed to enforcing the law through the prosecution of those who have violated it.

Tourists crash on the Caribbean coastal road

  July 3   At ~5pm, four foreign tourists suffered an accident while traveling along the eastern coastal road in a golf cart which lacks any logos from a rental company. The cart was flipped over along the side of the road, and one of the people was injured, so a driver offered to take them to the Community Hospital. The tourists are said to be from England, but that has not been confirmed, and their health status is unknown, except that one had serious injuries (lesiones de consideración). The license plate of the golf cart is USC161D, but it has no number or logo of a rental agency. The tourists will be responsible not only for the damages to the vehicle, but also, possibly, for an illegal rental.

The municipal Department of Ecology is investigating the poisoning of dogs and cats in Isla Mujeres

 Although rumors on social media indicated many dogs and cats were poisoned in the early hours of Sunday morning, the municipal Director of Ecology, Carlos Barranco said his agency only knows of two dogs and two cats that were poisoned. They are currently investigating the details of the incident at the stores where this type of poison is sold, which apparently was strychnine, which is used for mice, in order to have control over its sale. They are in the process of investigating to find those responsible, but so far have no concrete leads. The social networks said people aboard a black motorcycle were responsible.

Pet poisonings

    This weekend, five animals died from poisoning in the colonias of Cañotal and Miraflores, including two dogs and three cats. On the internet, a video circulated of a dog convulsing near the municipal market "Audomaro Magana" in Canotal, which could not be saved and died. The veterinarian Dlefino Guevara attended to two young kittens who were offspring of a poisoned mother cat, and the orphans are being cared for at his facility.
   The Director of Ecology, Jose Gonzalez, said the case is being investigated. The typical way this happens is from poisoned food that is thrown in the street, by people who detest pets, which has occurred repeatedly in the past. It has been a years since there was a similar attack on dogs and cats in colonia Salina Chica. This event occurred at a time when the Director of Ecology is preparing to apply the Animal Welfare Law. The frequency of these attacks motivated defenders of animals to pressure authorities to enact and enforce regulations. 
    In August, 2016, the City Council approved this law, which was officially published in April, and now will be implemented by the end of July, once the protocol is approved by the Citizen Committee.
      The Director of Ecology said that businesses who sell rodenticides and other harmful chemicals will ask for the personal information of customers who purchase those items, including their name, address, and telephone number. During the course of this week, they will be investigating in the area where these attacks occurred. 
       On social media on Sunday, resident Serena Fronzony wrote: "Attention! They are poisoning dogs and cats in colonia Cañotal near the market. Do not let your pets out alone! It looks like there are 5 dogs and several cats. We advised Ecology; they're already attending to the case. ""Also watch out in colonia La Gloria (on the corner of the court near the trash cans) there are dead cats and birds. In colonia Miraflores at the corner by the shop of Watusi the 4 Reynas, there are dead dogs and cats ".      Another wrote about the two kittens found next to their dead mother, which they took to the Veterinary Clinic of Isla Mujeres. Vihain Fernandez told Henry Aviles to ask"... to put the puppies to the house." Mati Alejandri lamented the slaughter and questioned: "Why such cruelty and aggressiveness towards animals? If only that person who is doing that, knew how much love and caring animals give. If they knew the meaning of each animal, they would understand why we have them. They give love,  it's very nice to watch them grew up; having someone to take care of and vice versa, they need our love."     Nelly Lizama commented that the cruelty of poisoning animals isn't justified, "Seriously, it's a terrible thing, I also have a dog, but if people kept their animals at home, if they were responsible owners who take their pets for walks on a leash and collect their waste, this would not happen. The situation of stray dogs and cats in Isla is serious, and people are upset by these actions of cruelty, but it is also annoying to go out and step poop, or if you have an accident on a motorcycle or car because a dog ran into the street at you. Be conscientious and responsible owners who take care of their pets, sterilize them, keep them inside their houses, take them out on a leash and pick up their poop."

Nine years in prison for serious injuries to a minor

  A judge sentenced Limberth Alejandre Barrientos San Miguel to nine years in prison and a fine of 12,215 pesos, after he was found guilty of injuring a child, JDAL, on December 26, 2016. On that day, at ~10:30am, Mr. Barrientos entered the room of the minor with a knife in his hand and caused severe injuries to his chest and neck. It is recalled that after confronting the child inside the home, which is located on Rayados street in colonia Cañotal, the neighbors assisted when the assailant tried to escape on the rooftops.
