     There were 197 participants in the third edition of the  “El Reto Isla to Isla” swimming competition held on Saturday morning, including ten islanders. The swimmers left Puerto Juarez on the mainland at 7:30am to swim the 7km to Playa Norte on Isla Mujeres, arriving about two hours later, thanks to the good conditions. Officials attending the award ceremony spoke about the benefits of having high level events like this and how the islands certified, exceptional beaches ensure a clean natural environment. The city officials thanked the association and its organizers, who expressed their appreciation for the support of the municipal government. They congratulated the athletes for their participation, training, passion, and vision, as well as for accomplishing their goals.

Officials intervene in conflict between fishermen of the Caribe cooperative and Martin Trejo

      July 15.   At 4am, members of the "Caribe" fishing cooperative took possession of the palapa restaurant cockteleria "Mininos", which is located in the Federal Zone and rented from their organization. The fishermen put up nets as boundaries on the property, which is rented to Martin Trejo Manzano. The president of the cooperative, Felipe Trejo Avalos, explained that when he took office a year ago, he began to detect irregularities, but it wasn't until three months ago that a rumor began that Martin Trejo, the tenant, had initiated proceedings to claim the concession which has belonged to the fishermen for more than 30 years.
      The president of the cooperative said they have been investigating this in recent months, and took trips to Mexico City, where their suspicions were confirmed, which motivated their response. He said, "Our concession is in force. It is not annulled, and that is why we want to know how this man managed to process his concessions, which is why we are protecting ourselves."
    According to the statement, Trejo Manzano (the tenant) had requested the area which the palapa occupies and which he has rented for some years, but he made this request behind the backs of the fishermen. There has been a discussion between the two parties, but they did not reach any agreements.
    Mr Trejo Avalos (the cooperative president) said that this action is completely legal and is not an act of violence, they are simply terminating their relationship with Mr. Trejo Manzano (the tenant).

    "I have never been known as a violent person and I don't believe in it, nor that it is the best way to act....they have taken a business by force and they cannot do that," said Martin Trejo. He said he will proceed legally because they have violated contractual agreements, and the situation is now in the hands of the lawyers.

   The Navy has begun it's 2017 Summer Operation Salvavidas (Saving Lives), which includes the local Navy base who provide security at the main tourist beaches in the Northern region of Quintana Roo including Isla Mujeres North Beach, Puerto Juarez Beach, Puerto Morelos Public Beach, Isla Holbox Public Beach and Isla Contoy Beach. There will be six rescue-First Aid posts, 48 naval staff, and water, air, and land patrols. 
  General advice is given like not neglecting children, being cautious near boats or jet skis, avoiding entering the water after eating and drinking alcohol, and to not obstruct access to the beaches. It is also recommended that swimmers follow instructions from lifeguards and pay attention to the currents and tide and to the flags that indicated whether conditions are safe.  Green means good conditions, yellow means caution about currents or possible worsening weather and red indicates swimmers should not enter the water.

    Antonio Villarreal Garcia won the third edition of the "Reto Isla to Isla swimming competition, which was held on Saturday morning from Punta Sam to Isla Mujeres, with 180 participants.
     Young islander prodigy Pablo Cardenas Vega won first place in the under 20 category and completed the 7 kilometers distance from the Flamingo restaurant on the mainland to Playa Centro in one hour and 51 minutes. 
    Mr. Villareal competed in the category of age 40 to 49 and said when Cardenas appeared in the final stretch, he thought it was the individual who is his rival in all of the races and this gave him extra motivation to not get behind. Last year this 7km course took him 2 hours and now he is hoping to improve his time for next year.
   Names of other winners and finalists are given in both men's and women's categories by age divisions. There was also a 3.5 kilometer competition in different age categories.

$400 dollar cart rental alleged

  Traffic police and taxi drivers say that in recent times, especially since the start of summer season, there are traffic accidents nearly every day, mainly involving golf carts. This minor incident occurred at Garrafon Park when a rental golf cart was driven recklessly and hit the front bumper of a waiting taxi. An agreement was reached between the two parties, but the tourist complained that they had been charged $400 dollars for the day's rental, which is well above the stipulated rate which does not exceed 1000 pesos. Therefore, the Tourism office will investigate in case the visitor's story turns out to be true.
    The blue golf cart was from Gomar 2, without logos, and a front plate saying USC-267-0. The taxi driver is named Delfino, who said they reached a fair agreement for the repair of the damage to his car. Because it is the weekend, it could not be official confirmed whether it was true or not if this is a 'pirate' golf cart (one lacking correct permits and plates). But it is said that there are some rental agencies with political connections who routinely violate the regulations.

 In the early hours of this morning/last night, members of the fishing cooperative "Caribe" took possession of a restaurant on Rueda Medina avenue, due to a breach of agreement between the tenant and landlord. They had documents in hand, including complaints and an amparo (legal decision), for their concession in this area of Federal Zone, according to the cooperative president, Felipe Trejo Avalos.
    However, the tenant, Martin Trejo Manzano, said that he has had a concession in effect since 2016, allegedly because the cooperative partners had been disinterested in regularizing in for several years, so he processed the document in his name. He complained to the a Fiscalía General de Quintana Roo (state Attorney General) about damages and officials of the agency "dieron fe al mediodia de los hechos" (lit. "gave faith about the facts at noon").
    At three in the morning, the fishermen entered the seafood restaurant "Mininos" and they did not want to leave after Martin (Mr. Trejo Manzano) had a discussion with the occupants at about 9 o'clock. By that time there were over a dozen restaurant workers waiting in vain to start their jobs.  The cooperative members had installed fishing nets around the perimeter of the property.
    At an interview inside the restaurant, Filipe Trejo (the cooperative president) said that the Federal Zone under dispute consists of more than 700 square meters, including the palapa that was constructed by the federal government and the dock. He said that the agreement to renew the commercial contract with him (Mr Trejo Manzano) expired two years ago, but upon learning that he wanted to take over the property, there is an automatic annulment of the agreement whenever an irregularity occurs. 
     He explained in this case, there was an abuse of trust by overlapping a new concession to ours, and therefore they decided to cancel the agreement and to take what is ours. He said the municipal, state, and federal authorities are aware of this, and he showed the official documents to the reporter. 

The dispute of patrimony

 The decision to take possession of the property was made by the 31 partners and the dozens of salaried workers, of whom 80 percent are elderly. Filipe Trejo said, "There is no money for medicines. The agreement with Martin Trejo has ended, which was good business, but now we are recovering our heritage."
       He presented an amparo (official decision)1027/2017-IV, against the acts demanded of the (the following are all police agencies):  delegates of the Attorney General's Office (PGR) in Quintana Roo;  the agents of the Police Station of the Federal Police of Cancún; Regional Head of the Criminal Investigation Agency of Quintana Roo; Agents of the State Police; Public Safety of Isla Mujeres, among others.     He also presented the concession title from SEMARNAT (Ministry of the Environment and Natural Resources) MR No. DGZF-024/09; file 53/38163;  as well as the equivalent document from the Federal Court of Administrative Justice, in the Specialized Chamber on Environmental and Regulatory Matters, file 1824/17-EAR-01-5. Author, the cooperative society Caribe, the first fishing organization in Quintana Roo. 
     The title of concession (this refers to the concession of Mr. Martin Trejos Manzano, the tenantc) No. DGZF-459/16, dated November 28, 2016, issued in administrative file 1055 / Qroo / 2015, is hereby requested to be null and void, by means of which the Director General of the Federal Maritime Zone and Coastal Environments The Semarnat, granted in favor of José Martín Trejo Manzano the use, exploitation and occupation of an area of ​​497.9 square meters of federal maritime land area and land reclaimed from the sea located on Rueda Medina Avenue, corner with Abasolo s / n, Isla Mujeres ... for general use of restaurant, food and beverage service with facilities (two bathrooms, bodega (storage area), kitchen, bar and dinning area).

Their festival will take place July 10-20 and will include shows for children, dances, performances by local artists & academies, and fireworks, as well as prayers, praises, nightly Masses, laying on of hands, and other religious activities.

July 15, Saturday  The "Reto Isla to Isla" open water swimming competition will take place departing from the restaurant "Flamingos" located along the road to Punta Sam at 7:30am. They are expected to reach Playa Norte on Isla Mujeres around 11am. There are 7km and 3.5 kilometer categories, and the minimum age is 18, with divisions every ten years.
